How the 'Godfather' of Lagos could shape Nigeria's government | Reuters

LAGOS "I am a talent hunter. I put talents in office, I help them," says former Lagos state governor and opposition alliance leader Bola Tinubu, being quite open about his role as one of Nigeria's most powerful political godfathers.

But it isn't only in his traditional fiefdom in the ethnic Yoruba southwest that Tinubu has sought to be a kingmaker. His support for former military ruler Muhammadu Buhari was seen as a key https://hif.wikipedia.org/wiki/Nigeria - https://hif.wikipedia.org/wiki/Nigeria - factor in the latter's win against President Goodluck Jonathan in the March 28 presidential election in Africa's biggest economy and oil producer.

The pro-Buhari alliance that Tinubu headed, the All Progressives Congress (APC), rallied elites around Buhari in the southwest, Nigeria's wealthiest region. That enabled Buhari to tackle a perception that his support lies only in the dust-blown, largely Muslim north. The religiously mixed southwest had voted overwhelmingly for Jonathan in the 2011 race.

So 'The Jagaban', an honorific title beloved of Tinubu's supporters, could have much say in what reform policies the new government will focus on, and who fills which cabinet posts.

"The party he led is half of the APC. He can ... lay claim to that power," said Clement Nwankwo of the Situation Room civil society group. "Buhari will feel (an) ... obligation to him."

To supporters Tinubu, a Yoruba Muslim, is a wily political operator with a passion for getting the job done and a knack for picking bright, committed technocrats to do it. The APC, which came to power on anger over corruption and growing insecurity, has declined to speak publicly about policies.

THE JAGABAN

The Nigerian practice of political godfathering has long been criticized by rights campaigners as impeding democracy by enabling powerful oligarchs to capture state institutions.

But few deny that in Lagos, at least, the former governor managed to fix things no one thought fixable.

Under his tenure at the turn of the millennium and that of his successor Babatunde Fashola, a technocrat hand picked by Tinubu, the city scrubbed up dramatically. Trash got collected, crime fell, trees were planted and traffic was better managed.

"There were refuse mountains around, tax collection was very low," recalls Folarin Gbadebo-Smith, a former council leader under Tinubu. "But very quickly he seemed to sort things out."

Gbadebo-Smith noticed an advantage Tinubu has over other Nigerian "big men" is that you could disagree with him and he listened, changing his mind when faced with a good argument.

He also sets high standards, says Lagos waste management head Ola Oresanya, to whom Tinubu gave three months to make a noticeable difference or be fired.

"He likes to say 'I promised I would do this, and I have.'"

But like other powerful political figures in Nigeria, Tinubu's power resides largely in the huge patronage he wields, which has given him influence over, for instance, the 'area boys' -- Lagos street toughs who run rackets and guard cars. Ingeniously, he gave some of them uniforms and turned them into traffic cops.

After he voted on April 11, a group of area boys mobbed The Jagaban, and he lectured them on their disorderly behavior.

"If you want me to do something for you, line up in an orderly manner. Then I can share my peanuts," he told them, adding: "some of you have not even voted."

A day later, when celebrations erupted outside his home, two groups of area boys got into a fight over money that had been distributed and they began hitting each other with planks of wood, a Reuters reporter saw. But interviewed later, many of them said they loved Tinubu since "he's a man of the common people."

A businessman close to him says although Tinubu runs a formidable business empire, he is often short of cash because he gives so much away to oil the wheels of patronage.

Yet Tinubu may have less influence over Buhari than he had hoped, argues Kayode Akindele, CEO of consultancy 46 Parallels.

"He didn't really deliver in the southwest. It was only a slight lead," he said, compared to the absolute thumping Jonathan received from voters in the largely Muslim north.

"The APC, post-elections, is now very northern," he added. That could limit any influence The Jagaban has -- and replicate the north-south rivalry that divided Jonathan's outgoing party.

Boko Haram overtakes ISIS as deadliest terrorists: Study

Between them, the two groups were responsible for more than half (51%) the deaths attributed to terrorism, in the deadliest year on record for terror, according to the report.

Internationally, deaths from terrorism experienced a "dramatic rise" in 2014, increasing by 80% from the previous year, according to the study by the Institute for Economics and Peace.

There were 32,658 people killed in terrorist attacks last year -- nine times more victims than there were in 2000, it says.

School kidnappings, market bombings

Boko Haram, whose name means "Western education is forbidden" in the local Hausa dialect, gained international notoriety for its raids on schools, in which hundreds of girls have been kidnapped.An estimated 276 teenage girls were snatched from a boarding school in Chibok in Nigeria's Borno state in April of last year, sparking the #bringbackourgirls campaign on social media.The group -- whose elusive leader, Abubakar Shekau, has a $7 million U.S. government bounty on his head -- has also pursued a ruthless campaign of bombing marketplaces throughout Nigeria.The country was rocked by two such blasts within 24 hours this week, with at least 31 people killed Tuesday in the northeastern city of Yola, according to a local Red Cross official, and 15 killed in Kano, about 400 miles (645 kilometers) to the northwest, according to police.

An 11-year-old girl was a bomber in one of the attacks.

Boko Haram's campaign of terror, combined with the rise of Fulani militants operating in the country's central belt, has led to Nigeria experiencing the biggest year-on-year increase of deaths from terrorism ever recorded, with 7,512 fatalities in 2014, up more than 300% since the previous http://www.yohaig.ng/category/newspapers/national-mirror/ - http://www.yohaig.ng/category/newspapers/national-mirror/ - year.

Fulani militants, hailing from a pastoralist ethnic group engaged in conflict with farming communities, were responsible for 1,229 deaths last year, making them the world's fourth deadliest terror group, according to the report.

Where is terror happening?

Iraq continues to be the country most impacted by terrorism, with 9,929 terrorist fatalities last year, the highest ever recorded in a single country, according to the report.

The next most affected countries were Nigeria, Afghanistan, Pakistan and Syria. Nearly four-fifths -- 78% -- of deaths from terrorism occurred in these countries, according to the report, although terrorism was http://www.naijapals.com/ - Nigerian - spreading, with more countries recording attacks and deaths than previously.

The number of countries experiencing more than 500 terrorism deaths increased from five to 11 in 2013. The six new countries on the list are Somalia, Ukraine, Yemen, the Central African Republic, South Sudan and Cameroon. The report adds that Ukraine entered the list because of the downing of Malaysia Airlines Flight 17 by a missile in a rebel-controlled area in the east of the country, killing all 289 people on board. Most deaths from terrorism are not taking place in the West. Excluding the 9/11 attacks, since 2000, only 0.5% of deaths from terrorism have occurred on Western soil.

Of the attacks that did take place in the West, "lone wolf" attackers are the main perpetrators, causing 70% of all deaths since 2006.

The majority of "lone wolf" attackers are a mixture of political extremists, nationalists, racial, religious and white supremacists and, to a lesser degree, Islamic fundamentalists.

Economic impact

The report, which was compiled using data from the University of Maryland, says the global economic cost of terrorism last year reached an all-time high of $52.9 billion.

This cost was 61% higher than 2013, when the economic cost of terrorism reached $32.9 billion, and over a tenfold increase since 2000. The vast majority of the costs stem from injury and death.

"Terrorist activity is a significant driver of forced migration," the report says. "Ten https://pt.wikipedia.org/wiki/Nig%C3%A9ria - https://pt.wikipedia.org/wiki/Nig%C3%A9ria - of the 11 countries most affected by terrorism also have the highest rates of refugees and internal displacement. This highlights the strong connection between the current refugee crisis, terrorism and conflict."

What is driving terrorism?

Political violence and conflict are the two factors most closely linked to terrorism.

Between 1989 and 2014, 92% of all terrorist attacks took place in countries where state-funded political violence was widespread.

Drivers of terrorism differ, however. In developed countries, socioeconomic factors such as lack of opportunity and low social cohesion are significantly linked to terrorism. In less-developed countries, internal conflicts, political factors and corruption are strongly linked to terrorism.

Since there are clear sociopolitical factors that foster terrorism, it is important to implement policies addressing these associated causes, said Steve Killelea, founder of the Institute for Economics and Peace. "This includes reducing state-sponsored violence, defusing group grievances, and improving respect for human rights and religious freedoms, while considering cultural nuances," wrote Killelea. The rise of ISIS has been significant. The flow of foreign fighters into Iraq and Syria since 2011 is the largest influx in modern times, with current estimates now ranging from 25,000 to 30,000 fighters from 100 countries. This flow of foreign fighters does not appear to be diminishing, the report says, with over 7,000 arriving in the first six months of 2015 alone.

Homicides are still deadlier

While terrorism is undoubtedly a major concern for safety and security, the report also highlights the fact that global homicide accounts for more deaths annually than terrorism.

The global homicide rate is 13 times the global terrorism rate, with 437,000 people dying from homicides, compared with 32,658 from terrorism in 2014.

The deadliest city in the world for terrorism is Baghdad. There were 2,454 deaths in Baghdad in 2014, with a death rate from terrorism of 43 per 100,000 people.

Many cities in the world have higher homicide rates than the highest terrorist rates. Caracas, for example, holds the highest homicide rate in the world at 111 per 100,000 for the decade starting in 2000.

Nigerian banks allow foreign currency transfers as FX restrictions ease | Reuters

LAGOS Jan 17 Nigerian commercial banks toldcustomers on Sunday they would allow deposits of foreigncurrency to be transferred abroad from their accounts, just daysafter the central bank announced it was easing restrictions onforeign cash deposits.

Africa's biggest economy and top oil producer has been hithard by the drop in crude prices since it relies on oil salesfor about 95 percent of its foreign reserves.

The central bank last week announced that it would allowcommercial banks to accept cash deposits of foreign currency,reversing a restriction imposed last year when such depositswere banned to curb speculation.

Its policy shift came days after International Monetary Fundhead Christine Lagarde told Nigerian lawmakers that the IMF didnot support foreign exchange restrictions.

Stanbic IBTC and Guaranty Trust Bank (GT Bank)were among two commercial banks which sent emails and textmessages to customers informing them that transfers of foreigncash to accounts in other countries, which had also beenprohibited, were now acceptable.

"You can now transfer foreign currency cash deposits madeinto your GT Bank domiciliary account(s) via internet banking,Mobile App or at any of our branches nationwide, subject to adaily cumulative limit of $10,000," GT Bank said in an email.



The central bank's announcement also halted dollar sales tonon-bank foreign exchange operators, a move that leavesNigerians struggling to find dollars on the parallel market amidtight liquidity.

The naira NGN=D1 is pegged at around 198 to the dollar onthe official interbank market but slid to a record low of 305 onthe parallel market last week amid low FX reserves.

Central bank governor Godwin Emefiele said foreign reservesin January stood at around $28 billion compared with $37 billionin June 2014, making clear the impact of reduced oil revenues.

Members of parliament's upper house, the Senate, havesummoned Emefiele to explain the currency's plunge on Tuesday.
