How can I create a new weblog?
When you are logged in, there is a link called "Create new weblog" - klick on it.
For creating a new weblog you have to provide only few data: the URL you want to have, the weblog title and the category. Your weblog is then created. You can configure it in more details or you can start blogging immediately.
