What's a software I can use, to extract a few minutes of video from an AVI movie file?

I mean, extract a single scene from an AVI file, and save it as its own video file?

I want to make animations and my main problem is that I have to set every picture frame by frame. I hope there is a good program that does it for me. SWF, FLA, and AVI or other video forms are the best ones for me, cause animated GIFs are not that good of a quality.

I'm helping a guy who recently converted a VHS to DVD. I basically copied the DVD he had onto my HD, and converted everything into avi formats. So basically there's about 10 avi files. I'm going to find a way to combine them all as one movie, but how do I split the chapters up?
